Phillip G. Dominguez is a seasoned emergency management and fire service executive with over 33 years of frontline and command experience in critical incident response, planning, and leadership. As the CEO of Emergency Management Consulting (EMC), he provides tailored training and strategic preparedness solutions to public and private sector organizations across the U.S., aligning with local, state, and federal policies.
Phillip currently serves as Fire Captain II with the Los Angeles Fire Department, where he leads multi-agency emergency operations, strategic planning initiatives, and high-profile event coordination—including federal exercises at LAX and operations for POTUS visits. His expertise spans structural analysis, tactical response, EOC leadership, and training delivery for ICS 300/400 and State Fire Training programs.
Holding a Master’s in Leadership & Management and a Bachelor’s in Architecture & Environmental Design, Phillip blends technical knowledge with organizational development, DEI advocacy, and cross-functional leadership. He is also a certified instructor with California’s State Training Institute and Texas A&M’s TEEX.
Phillip’s influence extends through his roles on several advisory boards and committees, including the IAFF, CSFA Homeland Security Committee, and the Joint Regional Intelligence Center. Known for his vision-driven leadership and commitment to excellence, he continues to shape the future of emergency management and public safety across the nation.
